The regular meeting of the Council of the Corporation of the Municipality of Magnetawan was held at the Magnetawan Community Centre on Thursday September 14th, 2017 at 1:00 P.M.
Council members present: Mayor Sam Dunnett; Deputy Mayor Tim Brunton; Councillors Jack Crossman, Charlie Gray, John Hetherington.
Staff in attendance: Clerk-Administrator (C-A), Andrew Farnsworth; Deputy Clerk (DC), Nicole Fraser; Fire Chief (FC), Dean Butticci, Acting Chief Building Official (Acting CBO), Matthew Clouthier; Public Works Superintendent (PWS), Bruce Hill;

- 4. ADOPTION OF MINUTES

- 5. PUBLIC MEETING PURSUANT TO PLANNING ACT
None
- 6. PRESENTATIONS
6.1. Manny DaSilva, Dan Fraser, Mark Langford: Zoning By-law building height restrictive to development.
Mr. DaSilva, Mr. Fraser and Mr. Langford provided a presentation to Council regarding the height restriction and septic setbacks within the zoning by-law, stating that the maximum building height is restrictive under new building code requirements. The Acting CBO explained to Council that the Town of Kearney is currently undergoing a Zoning By-law update in regards to the height restriction.
Council directed the C-A to contact the North Bay Mattawa Conservation Authority regarding septic setback requirements. Council also directed the C-A to contact the Municipal Planner regarding changes to the Zoning By-law height restrictions, Zoning By-law Legal Non-Conforming chart and information on Interim-Control By-laws.
6.2. Mark Langford: request to purchase unopened portion of King Street, Village of Magnetawan.
Mr. Langford made a request to Council to purchase an unopened portion of King Street between Victoria Street and Albert Street. Council directed staff to look at the cost to open up the road allowance and other alternatives, to be reviewed at the next meeting of Council.
The Acting CBO left the meeting.
- 7. REPORTS FROM MUNICIPAL BOARDS / COMMITTEES AND OFFICIALS
7.1. Public Works:
7.1.1. Public Works Activity Report – August 22-24 rain/flood event
7.1.2. Memo – Equipment Disposal, #26 International tandem
Council directed the PWS to contact truck brokers about selling the truck for parts. If brokers contacted are not interested then the PWS is directed to conduct a sealed bid for the #26 International tandem truck.
The PWS left the meeting
7.2. Fire:
7.2.1. Fire Chief monthly report: August 2017
7.2.2. Discussion of progress on Deputy Chief assessment
Council directed the FC to include the names of the candidates for the Deputy Chief position on the next monthly report and illustrate what duties they may take on.
The FC left the meeting.
7.3. Community Development and Recreation:
7.3.1 Municipal registration on immigration portal

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes the Community Economic Development Officer to register the Municipality of Magnetawan on the Northern Ontario Immigration Portal to encourage new residents and businesses through the attraction of new Canadians. (Carried)
7.3.1. Extension of EcoDev Agreement – support in principle

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan approves the extension of the Shared Services Agreement for the Community Development Officer with the Township of Perry and the Township of McMurrich/Monteith for the period of January 1, 2018 to March 31, 2018; AND FURTHER THAT each municipality will share equally in the budget for the three-month extension, in the amount of $4,656.26 per municipality. (Carried)
7.4. Administration:
7.4.1. Update on 4855 Highway 520
RESOLUTION 2017-270
Moved by Councillor Hetherington; Seconded by Councillor Gray:
BE IT RESOLVED THAT the Council of the Municipality of Magnetawan acquired lands at 4855 Highway 520, Magnetawan, on September 1, 2017, including a building and a used-oil boiler that provides in-floor heating. AND WHEREAS Council is desirous of
immediately upgrading the boiler, prior to the onset of cold overnight temperatures and to prevent frost damage to the in-floor system and the building; NOW THEREFORE BE IT
RESOLVED THAT the Council of the Municipality of Magnetawan authorizes the Clerk-Administrator to obtain three quotations for the purchase of a new propane boiler at 4855 Highway 520. (Carried)
7.4.2. Sale of surplus land – 5 acres off of Rosskopf Road
Council directed the C-A to investigate the Original Plan of Subdivision for this area
7.4.3. Shipping Containers in Magnetawan
Council directed the C-A to revisit the Zoning By-law to allow shipping containers in all zones throughout the Municipality.
7.4.4. Trailers in Magnetawan
Council directed the C-A to draft the new Trailers By-law to include annual licensing regulations.
7.4.5. Magnetawan Employee Use of Community Centre & Pavilion Policy

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the Magnetawan Employee Use of Community Centre and Pavilion Policy as attached. (Carried).
7.4.6. Registration for District of Parry Sound Municipal Association fall meeting

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes Andrew Farnsworth, Linda Saunders, Nicole Fraser, Jack Crossman, Charlie Gray, Tim Brunton and Sam Dunnett to attend the District of Parry Sound Municipal Association 2017 Fall Meeting, Friday September 29, 2017 at the McKellar Community Centre $30.00 per person plus mileage.(Carried).

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan approves for payment the Accounts Payable and Payroll for the period August 16, 2017 to August 31, 2017 in the amount of $1,216,750.57. (Carried)
13. CLOSED SESSION
14. QUESTION PERIOD FROM THE PUBLIC
Manny DaSilva asked Council about the process of entrance permits and why it was taking so long for him to receive his reimbursement of the deposit. Mr. DaSilva stated that he paid for four entrance permits on George Street and through the installation process located remnants of old culverts. Council directed the C-A to reimburse Mr. DaSilva the cost of the four culverts if the PWS verifies that the old culverts were there during his site visit.
