MAGNETAWAN WASTE MANAGEMENT COMMITTEE
(MWMC)
Terms of Reference
1. Name
The Committee shall be known as the 'Magnetawan Waste Management Committee'.
2. Purpose
To review existing waste disposal operations and investigate methods and/or processes that will promote the longevity of our landfill sites.
3. Goals and Objectives
The MWMC will search for various methods of handling Municipal waste to divert as much waste from the landfill operations as possible, through: utilizing waste management information from other Municipalities; new and developing technologies; Federal and/or Provincial grants for landfill improvement; consultants specializing in waste management and diversion techniques to create effectiveness in both cost and in landfill operation and longevity.
4. Membership
The Committee will be comprised of eight (8) individuals drawn from the following:
4.1 Two (2) elected Council Members for the term of Council;
4.2 Six (6) volunteer members from within the Municipality of Magnetawan, selected from responses from Municipal advertising efforts for volunteer members. Volunteer members should represent the business, individual ratepayers and seniors of Magnetawan;
4.3 The Mayor or Deputy Mayor of the Corporation of the Municipality of Magnetawan will be an ex-officio Member of the MWMC;
4.4 Membership on the MWMC will be reviewed annually by the Committee and approved in January, by Resolution of the Municipal Council;
4.5 Initial membership will be for the term of Council, ending November 30, 2006. Thereafter, membership shall be appointed as follows:
4.5.1 two (2) members for one (1) year
4.5.2 two (2) members for two (2) years
4.5.3 two (2) members for three (3) years
Volunteer members replacing those not wishing to have their membership reinstated shall be replaced with volunteers on an inverse basis, i.e. a member leaving after a one (1) year term will be replaced with a volunteer for three (3) years, etc., on a rolling basis;
4.6 With the exception of the initial members, members will submit their nomination to MWMC for the appropriate period, in November of each year. Such nominations shall be submitted to Council for approval. Council reserves the right to name alternative member(s) as its representative and /or alternative volunteer member(s) to
MWMC.
5. Responsibilities
5.1 Committee Members
5.1.1 attend meetings
5.1.2 present point of view as appropriate
5.1.3 approve Minutes
5.1.4 review draft documents prior to meeting and provide input
5.1.5 contribute to decision making
5.1.6 assist in obtaining information on processes, or on specialized resources/technologies regarding landfill operation^
5.1.7 submit annual Budget
5.1.8 promote the MWMC, its goals and achievements
5.2 Subcommittee Members
5.2.1 shall be approved by Council
5.2.2 to be established as needed to perform tasks/projects as authorized by Council
5.2.3 may include MWMC members and/or other specialists
5.2.4 report to MWMC
5.3 Chairperson
5.3.1 plans and facilitates meetings
5.3.2 acts as spokesperson for the MWMC
5.3.3 gives input into draft Minutes for meeting
5.3.4 reports/makes recommendations to Council when appropriate
5.3.5 reviews / updates the Terms of Reference annually
5.3.6 presents annual Budget to Council
5.4 Vice Chairperson
5.4.1 assists the Chairperson, as necessary
5.4.2 performs the duties of the Chairperson in his/her absence
5.5 Secretary
5.5.1 completes Minutes of meetings
5.5.2 circulates agenda and draft Minutes prior to meeting
5.5.3 completes correspondence as requested by the MWMC
5.5.4 provides Minutes to the Municipal Office
5.5.5 shall be reimbursed for approved 'out-of-pocket' expenses, except for paper, photocopying, postage, etc., which will be provided by the Municipal Office
5.5.6 other duties as assigned by the Chairperson
5.6 Treasurer
5.6.1 obtains updated financial statement information regarding landfill operations, from the Treasurer of the Corporation of the Municipality of Magnetawan
5.6.2 reports to the MWMC on any other financial transactions
5.6.3 handles approved requests for 'out-of-pocket' expenses, i.e. mileage, etc., to be charged to the MWMC budget, as approved by Council
6. Resources
6.1 Specific resource individuals will be contacted/engaged by the MWMC, to meet the need for expertise in the field of Waste Management and/or new technologies covering waste management activities. Such members will not be voting members. Government Ministry resources (i.e. MNR, MOE, etc.) may be invited to share appropriate information to the MWMC. Requests for such resources must be authorized by Council. Once approved by Council requests will be made through the Clerk/Administrator of the Corporation of the Municipality of Magnetawan.
6.2 All costs associated with 6.1 shall be approved by Council
7. Organization
The MWMC shall re-elect its organizations body each January 1st, with the exception of the initial organization which shall stand until January 1st, 2006.
8. Meetings
8.1 meetings shall be held monthly or at the call of the Chair
8.2 the initial Committee may meet more frequently, for establishment purposes
8.3 there shall be a minimum often (10) meetings per year
8.4 all meetings shall be open to the public
9. Accountability
The Magnetawan Waste Management Committee shall be accountable to the Council of the Corporation of the Municipality of Magnetawan.
10. Quorum
Fifty percent (50%), plus one (1), of the MWMC members, shall constitute a quorum.
